Formatter が使用するロケールを取得します。
fmt
Formatter リソース。

妥当なロケールか実際のロケール (それぞれ
Locale::VALID_LOCALE、
Locale::ACTUAL_LOCALE)
のいずれかを選択します。デフォルトは「実際の (actual)」ロケールです。
この Formatter のロケール、あるいはエラーの場合は 'false' を返します。
